Catoosa County · On the ballot November 3, 2026

FLOST: A 1% sales tax to cut property taxes. Here is exactly what it does.

The measure, the money, the calendar, and a calculator that shows how your wallet will be impacted.

The 1% FLOST is the only thing on this ballot. If it passes, that is the only thing that has actually been decided.

The Floating Homestead Local Option Sales Tax (FLOST) is a countywide sales tax option in Georgia created by House Bill 581. There has been public discussion of a plan to exempt homeowners from all property taxes. That is not on this ballot, or part of the FLOST measure. It would take new legislation in the 2027 session, the governor's signature, and a separate referendum, among many additional steps, and currently has no agreed-upon method for guaranteeing funding of schools. Judge that idea on its own merits when it is actually in front of you. It is a plan, not a guarantee.

County millage rate, before and after
Roughly a 90% cut
15.75 → 15.75
School millage rate, before and after
No change
~1 in 4
Catoosa households rent, and pay the higher sales tax with no direct property tax relief
Confirmed, Census Bureau American Community Survey.

Catoosa already does this once. The 1% LOST you pay today removes 3.297 mills from the county rate and 3.442 mills from Ringgold's. FLOST would be a second discount of the same kind, on the same bill. That is why the county rate has room to fall so far: the existing rollback has already done most of the work, so there is not much rate left.

2028First bill likely to show the discount. Collection starts in 2027, but the rollback is calculated from the prior year's proceeds, so 2027's tax bill is issued before there is a prior year to base a discount on. *Based on our best reading.
Dec 31, 2031The tax ends unless renewed

If it fails, nothing changes. Sales tax stays at 7%, property tax rates stay where they are, and the question cannot go back on a ballot for twelve months.
